Xplore's Rural Bet: Fibre and 5G from Woodstock, New Brunswick
The company formerly known as Xplornet is spending hundreds of millions to connect rural Canada — and running the show from a town of 5,000 on the Saint John River.

New Brunswick's biggest telecom story isn't in any of its three cities. It's in Woodstock, the town of roughly 5,000 where Xplore Inc. — the rural internet provider formerly known as Xplornet — keeps its headquarters.
The rebrand and the buildout
Xplornet rebranded to Xplore in 2022, signalling a shift from its satellite-and-fixed-wireless heritage toward an aggressive wireline future. The company has committed $500 million over five years to hybrid fibre-wireless deployment, with a stated goal of reaching more than 600,000 rural Canadians with fibre by 2026, and separate projects — like a $200-million fibre program in rural Newfoundland backed by federal and provincial funding — layered on top.
At home, the footprint is already substantial: more than 21,000 homes and businesses across 124 rural New Brunswick communities saw speed doublings in a recent network upgrade, and New Brunswick customers were the first in Canada on Xplore's rural standalone 5G network, launched in 2021.
Why rural is a technology problem worth having
Serving low-density geography is the hardest economics in telecom — which is exactly why a specialist headquartered in rural NB, rather than a metro incumbent, keeps ending up as the delivery vehicle for federal universal-broadband ambitions.
It's also a reminder of the NBTel inheritance: this province has been shipping connectivity experiments from unlikely places for thirty years. The addresses change; the habit doesn't.
